Has Holland banned the sale of Marijuana XTC to foreign people as of December 2012?

I know Pot is not legal, it is decriminalized. I don't mean no dis-respect to the Dutch people but and I plan on going to Amsterdam and trying Marijuana. Will people sell to tourists? Because I heard the government is going to make it illegal to sell to tourists. So I'm trying to make it in time. Thank You
